.cnf extension

You've asked about file extensions before. They are arbitrary. I can write a program to save files using any file extension I want, and I can store the data any way I want and read the file however I want. There's not some global set of rules that says all files that use a specific extension need to store data a specific way. People who write programs choose the extensions they want to use, and they choose the kind of data they want to save. If I had to guess (which I do, because you didn't say which program writes or reads those files), then I would guess that most cnf files have plain text configuration information.
