Uncommon Use of Standard Operators

I recently downloaded the following PHP include and discovered an entire method of coding that I do not understand.  Could someone please explain the use of the following, for me non-standard, characters in this document:

  2. +
  3. @@ ... @@

Is this a way of designating the codes of different versions within the same script?  Is it functional or is it comment?  How does it work?

This code won't run, those are syntax errors, except the ones that are outside the <?php ?> tags. It looks like something that passed through some other software and is supposed to be stripped out before running.

I am not sure, this code won't run as normal php, it might be using some kinda of a framework that uses those operators, but as i said i'm not sure. It's also the possible way that this code was put into some kinda of a software maybe to highlight the syntaxes or something. As @Ingolme said.

Like I mentioned in the other thread where the original question got removed, that is markup from versioning control software that is showing the differences between two versions of a file.  You downloaded the diff instead of the source code.
