It got popular when Rails came out several years ago, but it looks like its popularity has already peaked. http://www.tiobe.com/index.php/content/paperinfo/tpci/index.html I don't have any experience with it myself, but as a framework I've heard that, although it can be slow, it's great at doing what it was designed to do but can be a real pain if you're trying to do other things.
