Include CSS

I have been playing with the responsive grid layout found here: https://www.w3schools.com/css/css_rwd_mediaqueries.asp

 

I find when I attempt to include the style sheet rather than placing it on the page, many of its properties are lost. Can someone point out where my problem lies?

You should not have any HTML tags in your CSS file. Not even <style> tags. The CSS file should only contain CSS rules.
