Option Tag - list items not sent to server

My list of items are multi-words, eg.,  New York.

"New York" is displayed but when selected only the first word is sent, in this case "New".

How can I get all the words sent? (without altering my list)

That's because HTML attribute values have to be surrounded by quotation marks.
