-Get URL- Button Problem

IM trying to make a button on flash, but on the W3 Tut, it says 'In the Object Actions box click on the + sign. Choose Basic Actions > Get URL' but when I click the + sign, there is no Basic actions. So I need a bit of help if you could, thanks.
