Do you have to Re-Declare a variable to assign it a different Data Type?

I just finished learning HTML and stated learning CSS. On the CSS Introduction Page they say "HTML was never intended to contain tags for formatting a document." Does this mean I can just forget all the formating TAGs( including the ones that are supported in HTML5 and aren't deprecated ) because CSS can handle it?
