In the TryIt example in the documentation of the meter tag, the following examples are given: <meter value="2" min="0" max="10">2 out of 10</meter><br><meter value="0.6">60%</meter> But both of these fragments produce an unlabeled meter object in Chrome, Firefox and Safari on OS X. Reading other notes on other sites, it appears that the tag without contained text intended as a label is an acceptable syntax and apparently the only thing that actually works as expected on those browsers.
