i like your approach its full proof way to have a scaling interface on all devices. another approach would be browser sniffing and have different css files for the most common device dimensions

yo can actually use javascript to create that web app. you can use sqlite for the databases and some features of web storage in html5 since there is no security concerns with haing the databases being public

i suggest you stick with the html5 doctype, then deal with the errors as they come. validate the page using the w3c validator. you are already using a lot of html5 in your code so just use the html5 doctype.
