If there is no solution for this problem using float (not using position absolute kind), then, please, tell me!!!Ok, we find a solution for Opera, but with FF still it is a pit!

Already some days I tried unsuccessfully to solve some problems with CSS layout. Everythings is fine, until I wanted to add nice lines around some part of page - that is, not around advertisement part (see below). I was able to make desirable effect in two ways in IE, but none on Opera or FF.
