Use 'title' attribute to DIV. That is <DIV title="your tooltip">.

I have a query regarding ol (ordered list) type attribe. In tha below table it is description of 1, 2, 3, .... numbers is given "arabic numbers". Can anybody explain me why the arabic is used when these numbers are from english language.
