ASP.Net Tutorial Events page

Using the last code example provided in the tutorial,(Events--page 5?)Why does the time get updated when you hit refresh (if you haven't hit the submit button yet). I thought this was the whole point of this code. It only works as it I understand it should if you hit the submit and then try to refresh.Someone please explain. Thanks.
