Like aspnetguy said, it's a built-in feature of the IPB software. It's not the people behind w3schools who rate people, they don't have time or good position to do that. The people with the best ability to rate fairly are the people who frequent this forum, the members. Any member can rate another member. I'm not sure if you can rate through the common board interface, because we mods don't see that option at least, but I know it's possible for everyone to rate people through viewing their profile, clicking on any number of stars beneath their name.
