As the nav bar only differs in the item text it displays I thought it might not be a good idea to have nav include files for each language, but instead have a nav include file with entries as "<li><a href="index.htm"><?php echo $strings['link1'][en];?></a></li>" etc where text for nav bar comes from another include file.
