Yes, it is possible to create a website using Flash and it might be easier for a beginner as the entire creation process will be more visual than HTML code, and will provide more interactivity than a newcomer might have with HTML. You would have to purchase Adobe's latest version of Flash, Adobe Flash CS3 Professional I think it is. You might be able to buy cheaper past versions from when Macromedia owned the software on some websites or through some online retailers. It's quite a hefty price, but you can always pose as a student and use buy some at a discounted price from people who specifically sell high software to college kids. Also, this probably belongs more towards the FLASH Forum, but it also probably doesn't matter so much.

You don't need to get the professional edition, which is more expensive, but for full features it is suggestable. Remember that Flash sites generally load slower than pure-HTML sites, and that they are less compatable. That are probably their two main disadvantages. Flash sites are also harder for search-engines to map, but with the use of XML data storage, querystrings and sitemaps that can be rectified.

HTML will generate content faster than Flash due to the fact that browsers are essentially built for this purpose alone, and HTML rendering is of the upmost importance to those developing them. Flash on the other hand is not native to most browsers, and function on the given that the end user has the proper plugin allowing them to view the content, hence there is a certain amount of extra processing that must take place.As for SQL and PHP, those are handled by the server, so the results would vary on client and host connection speeds. Regardless, the .SWF files embedded into a page will usually by all accounts be larger than these script files, hence adding to more load. But .SWF is impressive at compressing images into its format.

In terms of page loading, HTML will be much faster than Flash, but on the backend you can't use Flash so speeds will be similar.
