I'd make a big table of contents (one for each chapter), and give a chapter on each subsequent page, for back&next links. Much like the PHP manual.If they really had to "flip" the pages, I mean, to have the visual effect of it, Flash is the best way to go. To make the book accessible to people without Flash, I'd probably write it as an XML file, and transform it to XHTML for those browsers, or give it to Flash as is if Flash asks for it (in which case it must be available).

Without any other information - I'd suggest a PDF document download. Unless there is some specific reason to have it online - page tracking, time spent online reading it, interaction features, etc. I know I would not stare at the PC for xx number of minutes/hours to look at a "long book". I'd like prefer to download the PDF, load it on a Palm Pilot, or if you made an audio version burn it to CD for the car or push it to my iPod.
