Yes - you can have a web-based system whereby the messages are stored in a database and retreived dynamically to students after they have passed an autentication process (e.g. login). Read up about PHP and SQL. Of course, it won't be email per se, but it will work. It would be a bit like this forum with only the personal message system active.

As long as you understand PHP and how you can use it to interact with a database, it should be fairly easy. Just make sure security is tight (there are some threads on that in the PHP forum), you probably know what students are like...
