This site is software that I bought, but I had to install and Ioncube to get the site to work - could it be that the CHtmlBlock is encoded and I can't see it? Did it come with any documentation that tells you how to use it? You would think there would be a section somewhere about adding things to the template, especially if they want to encrypt the template engine.
