Flash is a proprietary technology, and there isn't really any software out there other than Adobe Flash for creating the files. You could save money by purchasing an older copy of Flash off ebay (search Macromedia Flash MX or Macromedia Flash 7, etc).There's SWiSH: http://www.swishzone.com/index.php Their products generate Flash files, though the software is not as advanced as the official software by Adobe.
