When I was starting out with PHP I wanted to learn how to use databases, how to open files and write to them, how to save uploaded files or store them in the database, how to work with images (resize, etc), so I decided to build a small photo gallery that used all of those things. So identify things that you want to learn how to do, and design a small application that uses those. One thing you'll want to learn for today's market is how to use ajax properly, so you might want to design something that uses ajax to do its communication with the server.
