Where Is The Pure Domain Name Register?

The ICANN (http://www.icann.org/) has overarching control over all the domain names on the internet, but they don't give any out to individuals. Below them are the regional internet registries, such as ARIN, APNIC, etc. but you can't get domains from them either. They, in turn, register domains for their licenced domain registrars, who are the companies that consumers have to go to in order to register a domain.
