thescientist
probably with PHP. Google "php email contact form", or something like that, it and you should find tons of examples. I'm sure if you searched the php forums here you would find a bunch of threads about them.

Synook
ASP? http://www.google.com.au/search?q=asp+emailOr you could open a socket to the SMTP server and manually send the email (still have to use a server-side language though)...
NurAzije
Create the HTML code in some application, upload it on a server then go to outlook express and click on Create-Email left button, the one which will give you a list, then choose Web page, it will prompt you to write an address, put the address of the page you uploaded and it will include it automatically and open the compose page. This is best for newsletters or HTML emails, but you do it manually. For automatic mailings I think you will need something like this class http://www.phpclasses.org/browse/package/264.html if you know how to code PHP.
