Enctype And Accept Charset

for example if do this <form action="form_action.asp method="get"enctype="text/plain"> or <form action="form_action.asp method="get"application/x-www-form-urlencoded"> or <form action="form_action.asp" method="get"enctype="multipart/form-data'> or if i use accept charset also utf-8 or utf-16 they are give me the same result so can i use one of them include "accept charset"because it also give the same result like entype.thank you

Since all 3 of those are using get as the method, it's not going to be any different. The enctype is mainly used for post forms, not get forms.
