Site appears different in Firefox then IE

I am very, very new to HTML, although I've used a few codes here and there over the last 10 years or so to maintain my sites. However, I'd really like to learn and use a lot more of them. I hope someone here could help point me in the right direction.I'm having a little problem with the codes appearing the same in IE as they do in Firefox. In Firefox, they appear exactly how I want them to appear: the inline frame on the left, the misc. content on the right. In IE, it's all wrong - the inline frame is completely gone from the left and now on the right, putting the misc. content inside of it. The inline frame code is the same code I've been using for years, and actually, it was just working a couple of weeks ago. That was before I coded everything myself, though. I'm using Notepad, titling the file extension .html, and then clicking on the document to preview the page. Could that be why the codes are appearing differently, because I haven't published to the Web yet?I've provided the codes below (sorry it's so long); maybe you guys can help. is that all your code? You should really use a strict doctype (or any doctype), validate your code, and put all your positioning and styling in a CSS file.
