what is the difference php website and cms?

A CMS is a kind of application build in any language, not necessarily PHP. A "PHP website" is any site that is generated by the language PHP, not necessarily a CMS.

For example, WordPress is a CMS originally designed for blogging. Many people use it as a CMS for more traditional websites also. All WordPress code is written in PHP. This illustrates that you don't have to choose between PHP and CMS. PHP is one of several possible languages used to build a CMS.
