CSS layot problems with FireFox and Opera

Already some days I tried unsuccessfully to solve some problems with CSS layout. Everythings is fine, until I wanted to add nice lines around some part of page - that is, not around advertisement part (see below). I was able to make desirable effect in two ways in IE, but none on Opera or FF. If there is no solution for this problem using float (not using position absolute kind), then, please, tell me!!!Ok, we find a solution for Opera, but with FF still it is a pit!
