When i remove the html !DOCTYPE, my css code (to change anchor font and size) will work. But when i put the html !DOCTYPE again, the css code will stop working. When you see HTML written all in uppercase, like <TABLE>, you know you're looking at a relic from the 90s (the code or its writer, hard to tell).
