basically if you want to link within a page, or from one page to another page but at a specific location.from the example:Create a link to the "Useful Tips Section" inside the same document:

<a href="#tips">Visit the Useful Tips Section</a>

now somewhere down on the page, you would have a section called tips, that a user could "jump" to. A named anchor inside an HTML document:

<a name="tips">Useful Tips Section</a>

One practical application might be a page that has a table of contents on it, where each item of the contents list would be a link to a section further on down the page.
