Grouping multiple nested unordered lists

I'm really stuck attempting to pull bulleted text from a rather unwieldy open source presentation. Ideally, I'd like to be able maintain the structure of bulleted items as they appear in the presentation slide. I'm using an <xsl:for-each> to loop through the text items. Essentially, I need to figure out how to build a <ul> within a <ul> correctly in my output. Any ideas if this is even possible? Maybe with a 2.0 grouping function? Here's my current output:

My source may not always have two nested <ul> tags, or any at all, so I need to keep my code flexible. In another language I could do this with a simple loop, but I'm not sure how to approach this with XSLT 2.0. Any help is appreciated.
