How To Make A Website Look The Same In All Browsers?

Putting all browsers into the same mode is a good start, but one thing to keep in mind is that HTML was never meant to display exactly the same on all browsers. HTML was meant to be portable, but many of the specifics of how things should look are left up to the browser vendors. It's possible to get things very close, but don't expect every single thing on the page to be pixel-for-pixel the same on all browsers unless you use images for everything. As a contrast, the PDF format was specifically designed to be exactly the same in all readers and all computers. HTML did not have that requirement.
