XLink and IE Compatability

I have two questions for the following XML document http://senna.sjsu.edu/dchristiansen/gardnerg/assignments/arma/unitedkingdom/docuk.xml :1. I am trying to use Xlink in the table but the hyperlinks are not showing. What am I missing?2. I would like this document to display in both Firefox and Internet Explorer.
