I think a pixel is a pixel, but maybe that isn't entirely true anymore in certain smartphones. With a smartphone I think you want to make use of the meta viewport...

A CSS pixel refers to a screen pixel. There's no difference.

Actually i think you will find with mobile devices especially pixels can fit in css pixel 4 times (2 x 2), its how a 960px width css pixel website fits into a 480 width screen.

Yes! Apple used term 'retina' for double density, when you see media specific css for devices you usually see reference to screen pixel ratio to css pixel.

that means as a developer when i crosses 960px width, while developing website for 480 width screen, it will not fit perfectly on that mobile device. right?
