The reason is! you are doing a MS IE and making up your own rules and creating a non-existent element <content></content>, correct this and use clear: both; on this to prevent it merging with the floated elements above it

 

Also:

No doctype for html5

No opening html element

stylesheet link in wrong place

 

Suggest you read tutorials properly and validate in future.

When you use positioning z-index is enabled and it starts from top to bottom with these positioned elements in sequence 1, 2, 3 etc so the container element will be higher than links above it, the float causes this element to overlap links which means you can't click links as normal cause the positioned element blocks you from doing so.
