HTML 5 finished ?

The W3C made HTML5 a recommendation, which essentially means that it is a standard for the browser vendors to implement. Prior to something being a recommendation it is a proposed recommendation, which means that it is still open to changes. HTML5 is sort of unique as far as W3C standards go, I believe they said that they aren't going to work on HTML6 and instead will continually amend HTML5. That's why they refer to HTML5 as a living standard.
