Delivering html ad copy by URL link

I'm sure this is an elementary question, but I am just missing a piece to the puzzle and I can't find the answer. Need help with the process of delivering ad copy in html format, by using a URL. This is an example: http://stonewallcreative.com/primitive-quilts/10560/ I can take a PDF and convert it to html, and when it opens there's a URL string at the top that simply points to my own hard drive. Which does no one any good except me. So, I'm missing something after converting to html (and I'm happy to use Notepad if I need to). Is there a layout/design tutorial for the advertising world? Thank you in advance - I obviously know just enough to get myself confused!
