Testing in Cell Phones and Tablets

A browser like Chrome will let you emulate a range of mobile devices. It's not the same as testing on that device, it only sends the user agent to the server and then shows the site at the device's resolution. There is not a substitute for actually testing in different browsers. Emulation will not emulate any bugs that might be present in the other browsers, it's just telling the server that you're on an iPhone or whatever.

If you use tools like Grunt or Gulp, or Apache, you can run a local webserver which will allow you to open your site on those devices over the local intranet created by your router / wifi network. Essentially, nothing beats actually testing with the actual devices in hand.
