Ingolme
Link directly to the file, the browser will prompt them to download it, or will display it right in the window if it has PDF reading support. There is no better way, PDF documents cannot be embedded in a page.
dsonesuk
This has been discussed here http://w3schools.invisionzone.com/index.php?/topic/56671-download-pdf-file-directly-when-page-opens-in-browser/#comment-311787, The title is misleading as the OP wanted to open in browser originally. Depending on browsers settings for specific file type, it will either open in browser (if pdf reader is built in that browser) by default, open in PDF application on your OS, OR give you an option to download, then view. You can use the code in this topic to open primarily within the browser, but if the browser settings force 'what to do with this file type' pop up, then they can then choose to open in O/S application or download as alternative.
