THE CLOSEST I BUILT WAS SOMETHING LIKE THIS, AND I WAS THINKING ABOUT ADDING A REQUIRED ATTRIBUTE TO THE I AGREE CHOICE. How can you test anything correctly with such a broken structure possibly hampering the testing, The element usually used is a checkbox, then it is checked for checkbox value or if checked.
