how to create a bottom Navigation Bar with rise-up menu

hello i have a question about  how to create a bottom Navigation Bar with rise-up menu that look like window  start menu ,in the menu i want to create login box . also on the right hand side i want the time displayed like the window UI

i have tried many times   but i can't .
