CSS code inside HEAD tags shows in webpage

I tried the "Responsive Image Grid" code found at:
https://www.w3schools.com/howto/howto_css_image_grid_responsive.asp

It's all working as designed BUT

1) Images do not resize if you narrow the browser and
2) I'm missing a feature I'd like to add and have no idea how to do so.  
>>   Is there a way to allow a user to click on a thumbnail and get a full-side version of the image?

I suggest you change to html5 doctype for a start, validate, as some element in current code is not supported ie '<center>, and looking at source you seem to have a misplaced '>' after table, before tr (line 351) causing to break tr table elements at bottom (line 374).
