Is there any way to find that particular site allow HTML tag In comment Section?

Hello,

Is there any way to check that particular site allow to enter link tag in comments section to place anchor text.

Some site does not allow to put anchor text in comment i personally apply this tag 

<a href="https://www.w3schools.com">Visit W3Schools.com!</a>

bit it does not work, if any body have solution's to checkout that particular site allow html anchor tag please help me.
