HTML interactive timeline

Hi all,

I'm not sure where to find info about this, so I hope anyone can give me a hand.

My question is, can I build interactive pages with just HTML and CSS? To clarify, I don't mean responsive pages.

I'm looking to build an interactive timeline, where I can allow users to feed directly into the timeline by entering basic text based information, and also to delete their submission.

If anyone has some leads for me to read into, I'd love that helping hand
