How to code in document links ?

I have been working on my KidsafeBrowser , in .vb .

Sorry . I have forgotten How to do this:

Using Calibre I Converted a .pdf into .html . 

I have a html file : ~reads/Communion-with-God-Son-HolySpirit-ESV.html

WIth quite a few in page links and Calibre does this:

COMMUNION WITH THE FATHER ..................................................................................................... 1</b> </a></p>
But I want to make each link to point to an anchor within the same html . 

Pls , how do I code that ?
