• $i = count($arr) -1;
• $data[$arr[0]]=$arr[$i];

Why do this because when $data[$arr[0]]=$arr[$i]; then does this mean that the $data[$arr[0]] is equal to all elements to that array minus one ?

foreach is to loop through the array element. it is getting each element on each iteration
