Embedding another .html within an .html

Is it possible to open an .html for nav bar purposes within another .html. I have been pointed towards php, but I do not want to run a virtual php server for security purposes, and I do not understand how to do this with java. If the scripting for doing this with java is not hard would love some help there as well. Anyway that gets the job done. Would really appreciate some help. Thanks! this website is great!

I guess I should be clearer. I am trying to do this procedure before I load it to the server to see what it looks like. I can not save in shtml right now. I guess maybe I am stuck with just copying and pasting the nav bar code to every page?

Yeah, trying to get this to work locally is the problem, because I want to make sure that works first before trying something with server. I would like to use frames but so many Con's I'm staying away from that. I basically wanted the nav bar as a seperate document so that as I make changes to it, it would change on all the documents it was being used in. Appreciate the help though
