Create Title and header class

Hi, I am trying to create aTitle and table Header class. I have added it to .css, does not work?? I haveTitle: Services << WANT to EDIT theLayerName color, border, etcTable head: ID, Number, Date << CAN EDIT <small> I cannot edit the Title, can edit the Table head??
