what best program shall i use to preview html

Open it in a browser. No other program is going to show things correctly.

No, front page is not a very good editor. It creates non-standard code and may not look correct in all browsers.

You can get Expression Web 4 that is standard compliant and free.

Use Notepad++ or some other editor with syntax highlighting. Load your document into Firefox and refresh the page every time you need to look at a change. It's a very efficient workflow.

You can use Dreamweaver, when you type some codes just refresh it and on the right side it will show you result, but stil some sting wont show you as you want so you gonna do what others said. Open it in firefox and refresh everytime.
