Wordpress adding a footer line in the middle of the page

i want to Make a blue strip just like the footer that stretches all the way across. Take that Blue Strip and Place it in between the slider and the featured page widgets. In that Blue strip I want you to place a newsletter signup from something easy one filed box just to collect the email address.

Couldn't you just place a <div> element in between the gallery slider and the featured page widget? And, then, fill the <div> element with the necessary content?

 

Unless your query was, in fact, "how do I create a newletter signup, using a form that submits an email address?". In which case, the answer is in the question.

 

But, what have you tried so far?
