CSS Layering Issue

Hello,

 

Thanks for taking the time to view my post.

 

I am having an issue with my main navigation. The sub/hover menu seems stuck behind the main content area, and I have tried editing some of the CSS rules by adding z-index values, but I cannot fix the layering. Help, please! My menus are useless!...
