Ingolme
You just have to upload the HTML file to the server. It will work.
RaRa3
well i have to use like a local system, i know if i click on it that it will work but i will need to put a database with a login so it has to have some kind of connection, if that makes sense
Ingolme
You would need a server for that, yes. You would also need to learn PHP and SQL. HTML on its own won't do any of that.
RaRa3
well i know php, and i download a program called XAMPP because i have a mac, but i am not sure how to use it and what steps I need to take to get it on a local system
Ingolme
First, you turn on XAMPP. Find a folder in the xampp folder called htdocs and put your HTML file inside that folder. Then you can open your browser and find that file in the http://localhost/ domain.

Ingolme
Yes, that is a web server. If you have been able to load the file on the localhost domain then it is running on a web server.
